The EC Joint Research Centre has published the „Energy Performance Contracting in the EU – 2020-2021”

The European Commission’s Joint Research Centre has published the „Energy Performance Contracting in the EU – 2020-2021”, in which we can see, that the EnPCs fall into two major modalities: contracts with guaranteed and shared savings.

As the president of the MVOSZ Energy Efficiency and ESCO Platform – that represents the Hungarian energy efficiency service providers – I recommend the report’s aspects for careful consideration.

The two modalities differ in the distribution of risks between the client and the provider. In both cases, the remuneration of the EnPC provider depends on fulfilling an agreed energy performance improvement, shielding the client from performance risks.

As the Hungarian market is in dire need for capital investments, whilst the actors have low risk tolerance and liquidity, It is crucial to create a model contract, that fulfills the countryspecific needs.
A right model contract can help to achieve a well-functioning energy efficiency market, that could significantly increase the volume of energy efficiency investments and thus become an important tool for achieving climate change objectives.

Therefore the report, in which I was honored to contribute as an expert, also makes recommendations per Member State that could contribute to the development of the local EnPC market.
